Armando Lage Passes at 59

Workers’ Comp Fee Increases

(Jan. 29, 2017) — The California Thoroughbred Business League (CTBL), a group comprised of racing associations, horsemen’s organizations and fairs, is responsible for overseeing funds that are to be utilized for providing workers’ compensation insurance relief to horsemen. Working with Finish Line Self Insurance Group (FLSIG), which has handled workers’ compensation for the Thoroughbred horsemen for the past six years, the CTBL has been dealing with the issue of steadily increasing statewide workers’ compensation rates. The cost of the 2017 program for Thoroughbreds is estimated to be $13,767,652 – a 3.64% increase over 2016.   As a result, it has become necessary to increase the per-start fee from $95 to $100 to cover the owners’ portion of funding for the program. The per-start fee will continue to be automatically deducted from the owner’s paymaster account every time they start a horse. (Jan. 28, 2017) — California Chrome cooled out off in his right knee, trainer Art Sherman said Saturday night, which likely explains why he ran so poorly in his career finale at Gulfstream Park in the Pegasus World Cup. Sherman said it did not appear to be a major injury at this point, saying there was fluid in the joint, “but it’s not like he’s dead lame,” Sherman said. Unless California chrome’s condition unexpectedly worsens, he will go to Kentuck on Sunday morning and be examined in Lexington by Dr. Larry Bramlage, according to Sherman. It was a little before 2 a.m. The mood was reverent. Then Sherman pulled up in his Mercedes GLC 300, and the party started. “Are we ready?” Sherman announced, playing to the small crowd. III) Dec. 31 with two different horses. California-bred Solid Wager and St. Joe Bay, both trained by Miller, made it a crowded winner’s circle Saturday with a dead-heat for first in the 6 1/2-furlong Midnight Lute. The  two arrived at the wire with entirely different trips. Heatseeker Euthanized at 14

From Harris Farms COALINGA, Calif. (Dec. 30, 2016) — Stallion Heatseeker (2003 h., by Giant’s Causeway out of Rusty Back, by Defensive Play) was euthanized on December 27 at the Veterinary Teaching Hospital at the University of California, Davis due to injuries incurred in a paddock accident at Harris Farms. The 14-year-old G1 winning millionaire entered stud in 2009 at Hill ‘n Dale Farm in Kentucky and moved to Harris Farms in 2012. Bred in Ireland by Richard F. Barnes, Heatseeker broke his maiden in Ireland at first asking and was G1 placed as a 2-year-old. Campaigned by William Deburgh and trained by Robert Frankel, Heatseeker moved to North America and won an allowance race and was stakes placed at Hollywood Park as a 4-year-old. IRS Proposes Pari-mutuel Changes

From American Horse Council WASHINGTON, D.C. (Dec. 29, 2016) –The Internal Revenue Service (IRS) has published a proposed rule regarding withholding requirements on pari-mutuel winnings. The proposed rule would make changes to withholding requirements that are more accurate and reflect the current state of wagering in the horse racing industry. These changes, if made final, will be of great benefit to horse players and the racing industry. Specifically, the proposed rule would define “amount of the wager” as the total amount wagered by a bettor into a specific pari-mutuel pool on a single ticket for purposes of determining whether wagering proceeds are subject to 25% withholding on winnings of $5,000 or more and are at least 300 times as large as the amount wagered. Currently, the IRS does not recognize the total amount wagered on an exotic bet with “boxes,” “wheels,” and “keys,” when determining whether the 300:1 ratio has been met and 25% withholding is triggered, only the cost of the individual winning bet.
