Fairplex Training, Stabling Ends Feb. 15

By Paulick Report POMONA, Calif. (Jan. 19, 2015) — Fairplex Park in Pomona, Ca. will close for training and stabling Feb. 15 after ceasing racing operations last year. In turn, Galway Downs Training Center in Temecula, Ca. will open for auxiliary training sometime before Fairplex closing in order to accommodate some horses leaving Fairplex. A notice to horsemen Friday said that all horses must be off the grounds by Thursday, Feb. 19, and that no vans would be allowed on the backside the following day. At their latest meeting, the California Horse Racing Board approved a request from Galway Downs to become an authorized training center. The facility can accept up to 400 horses under the Vanning and Stabling Program. The Fairplex facility will host the Barretts 2-year-olds in training sale Feb. 23, with a preview show set for Feb. 20. (Jan. 18, 2015) – Art Sherman had an early morning flight Sunday to head back to California, but he probably didn’t need the plane, so high was he emotionally after his colt California Chrome was named Horse of the Year and champion 3-year-old male Saturday night at the 44th annual Eclipse Awards dinner at Gulfstream Park. “When they said Horse of the Year, I said, ‘Wow,’ ” Sherman said. Sherman was instrumental in California Chrome getting both titles. After his loss in the Breeders’ Cup Classic to Bayern, California Chrome had a resume that included victories in the Kentucky Derby, Preakness, and Santa Anita Derby, but he was winless since mid-May. In most years, they do not have to give much thought to who they are going to vote for in the 3-year-old male division, as it is pretty clear-cut. Not so last season. ‘Chrome’s Derby Moment of the Year

(Jan. 16, 2015) — Respondents to an online poll conducted by the National Thoroughbred Racing Association overwhelmingly tabbed California Chrome’s Kentucky Derby win last year as the “Moment of the Year,” according to a release from the NTRA. Of the approximate 2,000 voters, 30.5 percent chose the Derby as the “Moment of the Year,” outpolling Wise Dan’s win in the Bernard Baruch at Saratoga in the two-time Horse of the Year’s first start after emergency colic surgery, which received 20.1 percent of the vote. The NTRA allowed voting on 10 specific moments. California Chrome, who is being pointed to the San Antonio Handicap at Santa Anita on Feb. 7, was one of the most popular horses to compete in the Triple Crown in a decade. Galway Downs Stables Approved

By DRF.com TEMECULA, Calif. (Jan. 15, 2015) — Galway Downs in Temecula, Calif., was approved as an auxiliary stabling venue to replace Fairplex Park, which is closing in February. Joe Morris of the TOC and Alan Balch of the California Thoroughbred Trainers association told the racing board that up to 400 horses can be accommodated at Galway Downs, but that considerably fewer are expected to be based there in coming months. Most horses in training in Southern California are based at Los Alamitos, Santa Anita, and the San Luis Rey Downs training center in northern San Diego County. Those four venues will give Southern California racing capacity for 3,400 to 3,500 horses. The Galway Downs license approval was contingent on the completion of several technical issues, such as receiving clearance from local fire officials, emergency protocols, and completing security arrangements. Ship-and-Win Program Expands

(Jan. 15, 2015) – An incentive program designed to entice owners to acquire horses from other states or countries and race in Southern California is being expanded from two race meetings at Del Mar to the entire circuit in April, the California Horse Racing Board was told on Thursday. Beginning April 2, horses other than first-time starters will be eligible for a 30 percent bonus of purses earned in overnight races in their first starts at Del Mar, Los Alamitos, or Santa Anita  if they have not raced in California in the preceding 12 months. All runners who have not raced in California in the last 12 months, except for first-time starters, will receive a $1,000 appearance fee for their first starts at those tracks. Known as the “Ship and Win” program, the incentives have proven a useful way to attract runners to California in recent summers. Game Plan Passes at 22

Ranches after he was found recumbent in his pasture on the morning of January 7. Progress Continues on Del Mar Track

By DRF.com DEL MAR, Calif. (Jan. 6, 2015) – Del Mar continues its progress toward the installation of a dirt main track, president Joe Harper said Sunday. Harper said the Polytrack synthetic surface should be fully removed by early February, with the installation of the new dirt surface set to be completed by April. The new track will be used for the first time for training in advance of the Barretts May sale of 2-year-olds on May 27. A training preview of sale horses is scheduled for May 25. Barretts will not conduct sales at its Pomona location after February. The new surface at Del Mar will be used for the first time in races in July. Hollywood Park Site for NFL Again?

By DRF.com INGELWOOD, Calif. (Jan. 5, 2015) — The old home of Hollywood Park racetrack might be the new home of an NFL team as early as 2016. Stan Kroenke, the owner of the St. Louis Rams, and Stockbridge  Capital Group, which owns the 238-acre site of the former racetrack, have reached an agreement to build an NFL stadium, according to a report in the Los Angeles Times on Monday. Kroenke owns 60 acres that once were the racetrack’s parking lot. Stockbridge would add to the project with land formerly used for the racetrack. The proposal is the latest in a two-decade push by various parties, including former Hollywood Park owner R.D. Hubbard, to build an NFL stadium in the Los Angeles area. Hubbard was in talks with the Oakland Raiders in 1995 to move the team to Hollywood Park, discussions that eventually fell apart. Del Mar Considers Year-Round Stabling

(Jan. 4, 2015) — Del Mar and the landlord of its property, the California 22nd District Agricultural Association, have launched a feasibility study on year-round stabling at the popular seaside racetrack. Track president Joe Harper said on Sunday that the study will focus on the costs of year-round stabling, and how stabling will affect other events held on the property through the year. “From their point of view, they are very open to some kind of increase in stabling and training,” Harper said of the agricultural association. “Their concern is they have a number of things go on there that make it difficult to have training.” Currently, Del Mar hosts stabling for its two race meetings – from mid-July to early September and in November – but is not open on a year-round basis. Tax Depreciation Bill Passes Senate

(Dec. 17, 2014) — A provision that retroactively extends three-year tax depreciation for all racehorses was passed by the United States Senate late Tuesday as part of bill H.R. 5771, the Tax Increase Prevention Act of 2014. The bill, which extends retroactively through the end of 2014 numerous provisions which expired or were reduced at the end of 2013, passed the House of Representatives with overwhelming support on December 3 and is expected to pass into law with President Obama’s approval. Horse Slaughter Ban Maintained

(Dec. 15, 2014) — Several provisions that impact the horse industry, including maintaining a ban on horse slaughter, were included in the omnibus appropriations bill passed by Congress Dec. 13. The bill is a package that includes parts of the fiscal year 2015 appropriations bills and will fund most government agencies and programs until the end of the fiscal year Sept. 30, 2015. The legislation includes language that prohibits the United State Department of Agriculture from using any funds to provide inspectors at meat processing facilities that slaughter horses, continuing a block that has been in effect since 2005, except for a brief period in 2012-13. No horse slaughter facilities are operating in the U.S. and the bill would effectively prevent any such facility from opening until Sept. 30, 2015. Dates Change for Cal-bred Stakes

The stakes schedule is identical to that offered during the 2013-14 meet, with the exception of date changes for a pair of $100,000 turf races for 3-year-old California-breds. The Campanile for 3-year-old fillies and Silky Sullivan for 3-year-olds will be run on April 26, the day after the Grade 3 San Francisco Mile is run. The dual classic winner, who captured the G1 Hollywood Derby in his turf debut, resumed training on Thursday. Trainer Art Sherman told the DRF that the colt will likely make his 2015 debut in the San Antonio, which will be run Feb. 7 at Santa Anita. House Passes Tax Depreciation Bill

From NTRA WASHINGTON, D.C. (Dec. 4, 2014) — A provision that retroactively extends three-year tax depreciation for all racehorses was passed by the United States House of Representatives yesterday as part of H.R. 5771, the “Tax Increase Prevention Act of 2014.” The bill, which extends retroactively through the end of 2014 numerous provisions which expired at the end of 2013, was passed by a vote of 378-46 and now goes to United States Senate for consideration. Maintaining the three-year recovery period for racehorse purchases has been a top legislative priority for the National Thoroughbred Racing Association (NTRA) since the provision’s initial enactment as part of the 2009 Farm Bill. The provision allows taxpayers to depreciate using a three-year schedule for racehorses 24 months of age and younger when purchased and placed into service, as opposed to a seven-year schedule. The accelerated schedule better reflects the length of a typical racehorse’s career and is more equitable for owners. H.R 5771 also retroactively extends two other provisions that spur investment in racehorses.... ...
