Back in the 1970s and ’80s, trainer Hector Palma was a force to be reckoned with. He won training titles and multiple grade I stakes races, and conditioned the likes of Irish O’Brien and Pen Bal Lady. After a lengthy quiet period Palma’s stable is returning to the spotlight, thanks to a new farm, the successful stallion Affirmative, and a classy filly named Magic Spot. Palma, 77, has been around a long time, but he still remembers his roots. Joshua Stein Wins With Cal-bred

(July 31, 2014) — Joshua Stein scored a victory with the first horse he started as a trainer when California-bred  Cleverly Beverly won a nose decision over favored Starfire Mist July 30 at the Sonoma County Fair in Santa Rosa, Calif. In her previous start, Cleverly Beverly won a $25,000 maiden race as the final starter in the long career of trainer Roger Stein, who is Joshua’s uncle. Roger Stein was forced to retire because of a physical problem affecting nerves in his hands and feet. The racing board approved licenses for three meetings – at Los Alamitos from Sept. 5-21, the San Joaquin County Fair at Stockton form Sept. 19-28, and at Santa Anita from Sept. 26 to Nov. 2. Commissioner Madeline Auerbach asked Santa Anita officials to consider adding Thursday, Sept. 25 and Wednesday, Oct. 29. Auerbach argued that turf racing on Sept. 25 would be beneficial for a circuit that will race only on dirt during the Los Angeles County fair meeting at Los Alamitos from Sept. 5-21 following the closure of Del Mar on Sept. 3. House Passes Bonus Depreciation

From NTRA WASHINGTON, D.C. (July 11, 2014) — Today the House of Representatives passed H.R. 4718, a bill that amends the Internal Revenue Code to make permanent 50% bonus depreciation for qualified property purchased and placed in service after December 31, 2013.  The House also recently voted to permanently increase the expense allowance to $500,000 (with a $2 million investment threshold), up from the current level of $25,000 ($200,000 threshold). Bonus depreciation expired and the expense allowance dropped at the end of 2013. Bonus depreciation applies only to new business property such as a yearling.  The expense allowance applies to both new and used property.  Examples of used property include broodmares and horses of racing age. The House also is considering the expired three-year depreciation schedule for racehorses but this provision is pending. The Senate will address tax extender legislation for numerous business tax provisions, including those above, that expired or reverted to lower levels at the end of 2013. Los Alamitos Earns Accreditation

(July 11, 2014) — Southern California’s Los Alamitos Race Course, now running its first Thoroughbred meet in 23 years, has earned accreditation from the National Thoroughbred Racing Association Safety and Integrity Alliance, it was announced July 11. The current eight-day meet that ends July 13 is one of three stands for Thoroughbred racing at the Orange County track this year, along with the Los Angeles County Fair Sept. 4-23 and a winter meet Dec. 4-21. By assuming some of the racing dates abandoned by Hollywood Park and Fairplex, the Los Alamitos Racing Association has helped to maintain a year-round circuit for Thoroughbreds in Southern California. In anticipation of its re-entry to the Thoroughbred game, Los Alamitos invested about $5 million in improvements, including an expansion of the main track to one mile. California Chrome shifted his weight. “Easy boy,” Sherman said. California Chrome complied and allowed Sherman to take a good look at the back of the foot. Stevens to Have Knee Replacement

(July 19, 2014) — Hall of Fame jockey Gary Stevens said Friday he will need to undergo a full knee replacement next week after doctors informed him that the damage to his right knee is more severe than first believed, including a completely torn anterior cruciate ligament. Upbeat Signs for California Breeding

Recent interviews with farm managers, as well as Doug Burge, the executive director of the California Thoroughbred Breeders Association, indicate that several stallions had stronger books of mares in 2014 than in past years and that some farms have had an uptick in overall activity. Any improvement in the foal crop will be greatly appreciated by almost everyone in the sport. California’s foal crop was 3,823 in 2002, according to The Jockey Club’s annual “Fact Book.” The 2012 foal crop, the most recent year for which statistics are available, numbered 1,685. By further comparison, the 2010 foal crop was 1,998. Owners of horses of racing age currently not nominated to the Breeders’ Cup program can nominate their runners at discounted rates on or before July 15 for competition in this year’s Breeders’ Cup World Championships Oct. 31-Nov. 1 at Santa Anita Park. All horses must be nominated in order to compete in any of the 13 Breeders’ Cup World Championship races. Del Mar Upgrades to HD

From DMTC Del Mar will broadcast its signal in high definition this summer, joining a select number of tracks across the country that provide fans a crystal-clear look at their racing product. The change will mean that the track’s broadcast partner, TVG, the largest online wagering company and horse racing network in the U.S., will present all its racing from the seaside track in HD. CHRB Limits Corticosteroid Use

(June 25, 2014) – The California Horse Racing Board (CHRB/Board) adopted regulations June 19 to limit the use of corticosteroids in racing horses and to impose further restrictions on shockwave therapy. The move is part of an aggressive effort by the Board to protect horses and riders. The changes are expected to go into effect in October following final regulatory review. “The people who play by the rules should have the best shot, not the people who don’t play by the rules,” said Board Chairman Chuck Winner. “This is the way it is going to be from now on, and we’re going to work very hard to make sure the integrity of the sport is protected.” The Board voted to set limits on certain medications consistent with the national uniform medication program. The most significant of these limits is for corticosteroids, potent anti-inflammatory medications. Del Mar Breeders’ Cup Confirmed

(June 24, 2014) — Breeders’ Cup and Keeneland Race Course officials confirmed Tuesday that the historic track in Lexington, Ky., will serve as the host site for next year’s championship event. The race dates will be Friday, Oct. 30, 2015 and Saturday, Oct. 31, 2015. At the same time, Breeders’ Cup confirmed that Santa Anita Park will host the event Nov. 4-5, 2016, and that Del Mar will host Nov. 3-4, 2017. The host site plans were first reported last week, but Breeders’ Cup officials and the three tracks had declined comment until a series of press conferences on Tuesday morning. Race Betting in California Increases

By DRF.com CYPRESS, Calif. – All-sources mutuel handle on all California racetracks, including Quarter Horse and harness, showed an increase of almost 3 percent for the year through May, according to Rick Baedeker, the executive director of the California Horse Racing Board. During a report at the outset of Thursday’s monthly racing board meeting, Baedeker said Thoroughbred racing at the major tracks is up almost 5 percent for the year through May, but night racing – Quarter Horses and lower-level Thoroughbreds at Los Alamitos and the harness racing in Sacramento – is down 12 percent, with 10 percent fewer racing days than last year. Baedeker said handle on Thoroughbred races had shown an increase of almost 14 percent in May, with account wagering through the Internet leading the way. “We’ve seen a significant increase in business in account wagering for the entire year,” he said. Los Alamitos Dates Confirmed

(June 19, 2014) – The California Horse Racing Board on Thursday approved the transfer of the Fairplex Park meeting at the Los Angeles County Fair to Los Alamitos starting in September, a decision that ends 71 years of live racing at the Pomona racetrack. By a vote of 5-0, the racing board approved the transfer of 11 days of racing from Sept. 5-21. A formal application for the race meeting will be heard by the racing board later this summer. Officials with Fairplex Park and Los Alamitos began discussions in the spring about relocating the meeting. At the time, Fairplex Park officials said running a live race meeting at the county fairgrounds was no longer viable. The racing board’s decision gives Los Alamitos a third Thoroughbred race meeting this year. The track will run an eight-day meeting July 3-13 and a three-week meeting in December. Breeders’ Cups to Santa Anita, Del Mar?

Instead, the 2015 Breeders’ Cup will be at Keeneland Race Course in Lexington. Lexington-based Breeders’ Cup Ltd. is expected to announce this month that the next three sites after this year’s running at Santa Anita Park in California, according to two sources with knowledge of the plans. Next year would be at Keeneland, followed by a return to Santa Anita in Arcadia in 2016 and then Del Mar Thoroughbred Club in San Diego in 2017, they said. A Breeders’ Cup spokesman has said the organization isn’t commenting, and several board members declined to discuss plans when called individually.
