From NTRA The U.S. Department of Homeland Security (DHS) this morning communicated to Congressional offices that it would allocate 30,000 additional H-2B visas for fiscal year 2019. This nonimmigrant visa program is used by many industries that need temporary non-agricultural help when domestic workers are unavailable. For the horse racing industry, racehorse trainers rely heavily on the H-2B program to fill various backside positions. CHRB Implements Medication Rule Changes

(Mar. 29, 2019) — Racing is scheduled to resume at Santa Anita Park March 29 following a California Horse Racing Board meeting Thursday, during which the California Horse Racing Board passed several motions that facilitated the agreement between The Stronach Group, which owns and operates Santa Anita, and the Thoroughbred Owners of California. That agreement—reached in the wake of the closure of the track due to 22 equine fatalities since the current meet opened Dec. 26—sets in place new house rules enacted by TSG. The house rules initially would have banned all race-day medications, but the TSG/TOC agreement compromised on Lasix, reducing permitted levels from 10 ccs to 5 ccs. Lasix is the only race-day medication permitted in the state of California. The house rules will also apply to Stronach-owned Golden Gate Fields. EHV-1N Positive at Golden Gate

From CHRB ALBANY, Calif. (Mar. 26, 2019) — A 3-year-old filly at Golden Gate Fields was euthanized on March 23 after developing severe neurological signs. She has tested positive for equine herpesvirus-1 neurotrophic strain (EHV-1N).  California Department of Food and Agriculture (CDFA) veterinary personnel have inspected the barn and reviewed biosecurity procedures that had been put in place.  One barn of exposed horses has been placed under restricted quarantine with enhanced biosecurity measures and twice daily temperature monitoring. In addition to California Horse Racing Board (CHRB) and Golden Gate Fields management, CDFA personnel will continue to monitor the situation. Horses have resumed entering and leaving Golden Gate. At this time, there is no indication of additional cases. The most common incubation period after EHV-1N exposure is three to eight days. AUBURN, Calif. (Mar. 19, 2019) – Bob Fox, longtime legislative analyst for the California Thoroughbred Breeders Association, has died. He was 77. Fox represented the CTBA in Sacramento, working for the passage of legislation supporting the Thoroughbred breeding industry in the state. Horses Return to Santa Anita Main Track

Workouts resumed on the training track the same morning. Monday also marked the first day that Santa Anita’s new safety protocols were implemented. Horsemen had to submit forms the previous day if they wanted to work horses on the training track. Tim Ritvo, chief operating officer of The Stronach Group, watched the training from Clockers’ Corner. The California racing industry was trying to grapple with the ramifications of the indefinite cancellation of racing at Santa Anita as the closed main track continued to undergo testing. Bill Seeks Depreciation for Racehorses

From NTRA LEXINGTON, Ky. (March 1, 2019) – Senate Finance Committee Chairman Chuck Grassley (R-IA) and Ranking Member Ron Wyden (D-OR) introduced bipartisan tax and disaster relief legislation on Thursday, February 28, that includes three-year depreciation for racehorses. Under the proposed package, three-year racehorse depreciation would be retroactive for 2018, continue through 2019 and grant taxpayers the option to depreciate all racehorses over a three-year period.  Three-year racehorse depreciation was most recently available to the industry in 2017 but Congress did not renew it for 2018 as part of the Tax Cuts and Jobs Act (TCJA) passed in December 2017. The TCJA did include 100% bonus depreciation and a $1 million Sec. 179 expense allowance for qualified depreciable property, two important investment incentives that lessened the need for three-year depreciation in many cases.
