Santa Anita Racing Resumes March 29

(Mar. 16, 2019) — Santa Anita Park is scheduled to resume live racing March 29, pending approval by the California Horse Racing Board, following an agreement March 16 between track owner The Stronach Group and Thoroughbred Owners of California. The Arcadia, Calif., oval has been closed for two weeks for testing of its main track in the wake of a spate of breakdowns; 22 horses have died either racing or training since the meet opened Dec. 26. TSG announced a new set of house rules for Santa Anita and the Northern California track Golden Gate Fields, and the two groups worked to come to an agreement March 15-16 on those rules, especially one regarding the anti-bleeding medication Salix, commonly known as Lasix. Horses Return to Santa Anita Main Track

Workouts resumed on the training track the same morning. Monday also marked the first day that Santa Anita’s new safety protocols were implemented. Horsemen had to submit forms the previous day if they wanted to work horses on the training track. Tim Ritvo, chief operating officer of The Stronach Group, watched the training from Clockers’ Corner. He said that trainers had applied for 150 horses to work on the training track. “We flagged about 12 of those horses and asked the trainers not to work those horses this morning,” Ritvo said. Main Track Limited Training Starts Monday

Kilroe Mile Stakes (G1T), Santa Anita Park instead was the site March 9 of another extended morning of conditioning on the training track. The California racing industry was trying to grapple with the ramifications of the indefinite cancellation of racing at Santa Anita as the closed main track continued to undergo testing. Trainers sent horses to the training track throughout the morning, with training hours expanded until 11 a.m. PT. Only jogging and galloping was allowed. Bill Seeks Depreciation for Racehorses

From NTRA LEXINGTON, Ky. (March 1, 2019) – Senate Finance Committee Chairman Chuck Grassley (R-IA) and Ranking Member Ron Wyden (D-OR) introduced bipartisan tax and disaster relief legislation on Thursday, February 28, that includes three-year depreciation for racehorses. Under the proposed package, three-year racehorse depreciation would be retroactive for 2018, continue through 2019 and grant taxpayers the option to depreciate all racehorses over a three-year period.  Three-year racehorse depreciation was most recently available to the industry in 2017 but Congress did not renew it for 2018 as part of the Tax Cuts and Jobs Act (TCJA) passed in December 2017. The TCJA did include 100% bonus depreciation and a $1 million Sec. 179 expense allowance for qualified depreciable property, two important investment incentives that lessened the need for three-year depreciation in many cases. NTRA Reacts to DOJ Wire Act Opinion

(Jan. 17, 2019) — Earlier this week the Department of Justice (DOJ) released an opinion reversing its 2011 opinion that the federal Wire Act applies only to sports wagering and not to other types of online wagering. The new opinion says the Wire Act applies to all online gaming including online poker and online lottery ticket sales. This is the same setting Barretts used throughout its 29 years of existence and it is also a year-round simulcast facility. (Dec. 29, 2018) — Runnymede Racing’s Alwaysmining, a Maryland-bred by California Stallion Stay Thirsty and three weeks removed from his first career stakes win, overcame an inside post and a game favorite to his inside to register a gutsy 1 ½-length victory in Saturday’s $100,000 Heft Stakes at Laurel Park. The Heft for 2-year-olds and the $100,000 Gin Talking for 2-year-old fillies, both at seven furlongs, were among six stakes worth $550,000 in purses on a 10-race Christmastide Day program. With jockey Daniel Centeno in from Florida to ride for trainer Kelly Rubley, Alwaysmining ($7.20) completed the distance in 1:22.60 over a main track rated good.
